The primary aim of this collaboration, initiated between late 2022 and early 2023, was to streamline operations and augment safety measures in the spillway and reservoir area. Cheslatta Contracting LP’s responsibilities encompass a broad range of activities. These include providing a consistent security presence, operating radial gates, managing contracts, and overseeing Rio Tinto’s maintenance requirements. Their role extends to coordinating and scheduling subcontractors, conducting inspections, and implementing new standards as required.

First Quarter: Establishing a Solid Foundation

The first quarter of 2023 saw CCLP create a dedicated team of four local residents. This team was tasked with ensuring security, operating and managing the radial gates of the spillway, and inspecting all dams around the reservoir. Equipped with satellite phones, InReaches, and radios as per Rio Tinto’s Dam Emergency Plan (DEP), CCLP established a robust communications program. This initiative was crucial for maintaining safety for both the public and the team, especially in the face of potential uncontrolled events around the reservoir.

Second Quarter: Prioritizing Safety

In the second quarter, CCLP’s focus shifted towards intensifying safety measures for the public and crew. This led to the mobilization of a Safety Coordinator, who played a vital role in supporting the safe operations of the reservoir. These efforts were indicative of CCLP’s commitment to not just operational efficiency but also to the wellbeing of everyone involved.

Third Quarter: Inspections and Community Engagement

The busiest season of the year, the third quarter, was marked by significant achievements. CCLP supported the SLS’s annual Infrastructure Non-Destructive Inspections and Dam Safety Inspections conducted by KCB. These activities were critical in maintaining a safety level that meets Dam Safety Requirements. A substantial part of the quarter was dedicated to the clearing of vegetation around the dams. In a commendable move, CCLP engaged members of the Cheslatta Carrier Nation Band to assist with the removal of trees and branches, thus fostering community involvement.

Final Quarter: Wrapping Up the Year

The final quarter of the year was a period of culmination and preparation for the future. CCLP successfully completed several key projects. These included Debris Tuff Boom inspections, upgrading reservoir signage, enhancing the Kenney Dam Road, and the CCLP/DENT Rock reinforcement Project. Additionally, a new storage Pole Shed was constructed to protect equipment from the elements, and the team undertook the crucial task of winterizing equipment and the spillway.
